{"id":675,"date":"2005-11-30T23:48:00","date_gmt":"2005-11-30T23:48:00","guid":{"rendered":"http:\/\/maddruid.com\/wp\/?p=675"},"modified":"2006-10-08T15:59:10","modified_gmt":"2006-10-08T15:59:10","slug":"679460-of-cop-11-of-unfccc","status":"publish","type":"post","link":"https:\/\/maddruid.com\/?p=675","title":{"rendered":"[673] Of COP 11 of UNFCCC"},"content":{"rendered":"<p>The Kyoto Protocol <a rel=\"tag\" href=\"http:\/\/technorati.com\/tag\/Kyoto%20Protocol\">(tag)<\/a> will expire in 2012 and there is a need to continue to fight climate change even after 2012. The current <a href=\"http:\/\/unfccc.int\/meetings\/cop_11\/items\/3394.php\">Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC)<\/a> &#8211; yeah, it&#8217;s that mouthful &#8211; plans to sustain the fight into post-Kyoto period. That plan has been dubbed as son of Kyoto.<\/p>\n<p>Unfortunately, like the upcoming World Trade Organization ministerial meeting in Hong Kong, this climate change meeting is expected to fail unless a compromise is achieved. The main problem is, as it has always been for the past few years, the United States refusal to commit itself into any treaty that will put a cap on its greenhouse gases emission.<\/p>\n<p>Some has insisted the parties to <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2005\/11\/26\/AR2005112600762.html?nav=rss_world\">carry on without the US participation<\/a>. That might be the most viable solution at the moment. Others on the other hand are calling for a more lenient targets to persuade to US to join in.<\/p>\n<p>I definitely believe that in order to combat climate change effectively, all major emitters need to join in. That includes the US. China is the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Image:Carbon_Emission_by_Region.png\">distant second largest greenhouse emitter<\/a>. Tony Blair with confidence that I admire <a href=\"http:\/\/www.msnbc.msn.com\/id\/10256169\/from\/RSS\/\">goes further by stating<\/a> &#8220;<em>there will be a binding international agreement to succeed Kyoto when the Protocol expires in 2012 that will include all major economies<\/em>.&#8221;<\/p>\n<p>I don&#8217;t share his optimism. In my opinion, the only way that is possible is to see a US president that will agree to Kyoto&#8217;s underlying principles. A person like John McCain or Hillary Clinton. I truly hope John McCain will make it to the White House in 2008.<\/p>\n<p>Given the gloom prospect of failure, I&#8217;d be happy even with the most modest success coming out from the COP. It&#8217;d be a tragery to see a <a href=\"http:\/\/www.maddruid.com\/2004\/12\/479-of-10th-un-conference-on-climate.html\">COP 10 in Buenos Aires<\/a> to repeat itself in Montreal.<\/p>\n<p>In the meantime, it seems that China is enjoying the moral high ground. Sometime earlier, <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2005\/11\/30\/AR2005113001996.html\">China urged the US to ratify the Kyoto Protocol<\/a>. This urging is important because it may signal that China is willing to commit itself seriously to a post-Kyoto treaty to cap its emissions.
