I do think that the President is building a case in that direction. In the <a href=\"http:\/\/www.nytimes.com\/2007\/02\/15\/world\/middleeast\/15prexy.html?hp&amp;ex=1171602000&amp;en=937f14147ac50c59&amp;ei=5094&amp;partner=homepage\" target=\"_blank\">New York Times earlier<\/a>:<\/p>\n<blockquote><p>WASHINGTON, Feb. 14 \u2014 President Bush said Wednesday that he was certain that factions within the Iranian government had supplied Shiite militants in Iraq with deadly roadside bombs that had killed American troops. But he said he did not know whether Iran\u2019s highest officials had directed the attacks.<\/p>\n<p>Mr. Bush&#8217;s remarks amounted to his most specific accusation to date that Iran was undermining security in Iraq.
